Just an idea but this would give players more of an incentive to catch pokemon like castform if they don't need a good one. This would also alleviate some of the annoyance for those who live where regional variants are very common and not useful to them anymore. It also makes sense that a more powerful pokemon, especially legendaries should be worth more stardust than a base stage pokemon that can evolve.
