Nidoqueen, Nidoking, Rhyhorn, Rhydon, Rhyperior, Groudon & Stunfisk are the only Ground type Pokemon capable of learning Thunder. During harsh sunlight, Thunder goes from a 70% chance to 50% accuracy, but when used when it rains, it's 100% guaranteed unless Dig is used, or any move that has a moment of not actually being there, except Fly, which in Gen 2, Thunder could hit a Pokemon that used Fly.
Strangely, in Pokemon Diamond & Pearl, but not Platinum, Thunder is capable of striking an opponent that used Detect or Protect, but it has a 30% accuracy and it has to be raining.
Also, the only Ice-type Pokemon capable of learning Thunder are Froslass, Lapras and Regice. Technically, I could count Frost Rotom, but Rotom can learn it in his regular form too.
