Does Niantic intentionally zone you out when you want something?

I’ve had a few instances of this, but just in the last hour there’s been 2 occasions: 1. Walking along, beldum pops up on the radar at a stop. Spend 5 minutes walking around the stop, the gps tracker never puts me directly on the stop. It flees. 10 seconds later, the gps tracker puts me on the stop (at the time I was walking where I had been several times before as I looked for it). 2. Go to a raid, cash in my pass, wait in lobby, and then it says walk closer to be in range. Get out of lobby and the gap has me down the street. Use the remaining 12 minutes of the raid to try and get back into range of the gym. I use this gym all the time without problems, and have various locations where I get a strong lock on the position, but none of them got me on the gym. Literally 3 seconds after the raid timer ran out, the gps put me back directly on the gym. Waste of a raid pass. It just seems like the game is trying to screw with you for as long as you want/need something
