Seriously, just give us a Bird type for Bird mons and make levitate/flying an extra property to the respective pokemon.
We get a whole bunch of awkward situations in which a pokemon is clearly hovering above the ground but gets hit from earthquakes.
Plus, we get way too many pokemon with a wasted ability slot to Levitate because it already has two defining typings and they can't squeeze the flying type in there (Latis, Flygon...).
To this day we have only one single pokemon as a pure-flying and it is also the only pokemon with Flying as its primary type.
A whole bunch of bird pokemon have the lame normal/flying combo when they could just be 'Bird' and be done with it.
