I find it odd that, despite also being based on a normal RPG item, PP restoring items are not sold in PokeMarts : pokémon go

As the title states, this is something that's bugged me for quite a while. I could see the logic behind not selling Elixirs and Max Elixirs in shops but the Ether items make no sense to only be found in the overworld in such sparse numbers and that's it. Especially when you factor in the caveat that they only restore the PP of one move vs all of them like Elixrs do. Maybe its just the fact that Pokemon Centers essentially do the same thing, but then you could argue in that case why on earth do Potions and the like exist? Its just something I always thought was really weird in such a move driven RPG like Pokemon and one with a lot of low PP moves that even using PP Max on only gets you a possible 8 chances to use it.
