Not played since launch looking to get back in

As title says I’ve not played since launch and just after, have most of the old “strong” EX like greninja, Latios.

I want to get back Into the game but it seems like things have advanced pretty far.

How should I go about trying to build a strong deck while keeping it on budget? And how should I go about sorting out which figures I have are now useless?

What’s the current meta like? Is the game still fun or overrun by pay to win?
